Frank C. Botta
Frank C. Botta is a Partner and Chair of the Transportation Practice Group at The Lynch Law Group. He also is a member of the Litigation, Labor & Employment, and Alternative Dispute Resolution Practice Groups.
Frank has a deep understanding of the issues faced by companies in the transportation industry and decades of experience counseling local, regional, national, and international clients in logistics, supply chain, and transportation operations. He is an active member of the Transportation Lawyers Association, where he served as the organization’s President (2017 – 2018) and currently serves on the Executive Committee. Frank is also actively involved in the Canadian Transportation Lawyers Association and has served on the Board of Directors. He is also a member of the Conference of Freight Counsel, an association of attorneys representing motor, rail, ocean and air freight carriers, borkers and forwarders in cargo claim and freight charge disputes.
In addition to his transportation practice, Frank has extensive experience in advising and assisting clients with labor and employment matters including employment discrimination, sexual harassment, unfair labor practice, union election campaigns, collective bargaining, grievances and commercial and corporate litigation in both federal and state courts. He counsels clients with employment-related investigations involving claims of employee misconduct and also with workplace incidents involving the Occupational Safety and Health Act (OSHA). He represents companies before federal and state agencies including the Department of Labor, Equal Employment Opportunity Commission (EEOC), National Labor Relations Board (NLRB), Office of Federal Compliance Programs (OFCCP) and Pennsylvania Human Relations Commission (PHRC).
Frank is an experienced trial attorney who has successfully litigated in a spectrum of civil disputes in both state and federal court systems in a variety of complex commercial litigation matters and has represented national companies before the Third and Fifth Circuit Courts of Appeal.
He is a trained mediator with the U.S. District Court for the Western District of Pennsylvania and an arbitrator with the American Arbitration Association and FINRA. He also has been selected to serve as an arbitrator and mediator with National Arbitration and Mediation. Frank has served as the Management Chair of the American Bar Association Labor and Employment Section, Alternative Dispute Resolution Section. In addition, he has been certified as a Major League Baseball player agent and represented baseball players for 13 years.
Frank’s notable experience also includes assisting colleges and universities with the issues and challenges specific to academia. He has served as outside counsel to Washington and Jefferson College, where he provided policy oversight and advice on a variety of matters including, Title IX guidance and litigation representation.
As an alumnus of Washington and Jefferson College, Frank has remained actively engaged in the school community. He served as President of the Washington and Jefferson College Alumni Executive Council (2001-2003) and as a member of the Board of Trustees (2003-2008). He is the Director of the Pre-Law Advisory Committee and has spoken on legal issues impacting the profession of law.
Frank has been recognized for his exceptional service and professional achievement by Pennsylvania Super Lawyers (2021, 2022, 2023, 2024, 2025) and Martindale-Hubbel, where he is rated AV Preeminent, the highest rating standard. In 2025 Frank was awarded the Transportation Lawyers Association's (TLA) Lifetime Achievement Award, and he was recognized in the 2026 edition of The Best Lawyers in America®.
Prior to joining The Lynch Law Group, Frank served as in-house counsel at Caliber Systems, Inc. (formerly known as Roadway Services, Inc. and RPS, Inc.). Most recently he was Vice President and General Counsel for Samuels and Son Seafood Co., Inc., the largest seafood wholesaler in the northeast region of the United States.
